Write a 2,500 words policy brief that relates to a concrete conflict. A policy brief identifies a specific political problem and provides a rationale for selecting a specific policy from a set of alternatives. Finally, it will propose a way to evaluate the success of the proposed policy.
You will select one conflict and will write a policy brief tailored to the United Nations. Your brief must draw on available scientific evidence appropriate for your case. You are required to:
i) provide a concise, but sufficiently detailed analysis of the conflict
ii) identify one specific policy problem that needs to be solved
iii) present a set of alternative possible policy options and their respective risks and benefits
iv) select one policy option and discuss why it is the preferred strategy
v) describe how its success or failure can be evaluated
vi) summarize your main points in a brief conclusion.
Five criteria will be used to assess the policy brief: (1) essay structure, (2) quality of analysis of the conflict and identification of policy problem, (3) adequate use of academic literature to describe both the situation and the policy options, (4) a clear and coherent argument for your recommended policy option, and (5) your description of a method for assessing the effectiveness of the chosen policy.

The assessment of your policy brief will consider the following criteria:
1. Structure (10%): The policy brief should comprise:
a) Executive summary (~150 words)
b) Conflict analysis and policy problem identification (~600 words)
c) Overview of policy options (~500 words)
d) Policy recommendation (~600 words)
e) Policy evaluation (~300 words)
f) Conclusion (~350 words)

2. Conflict analysis (25%): Give an overview of the history and current characteristics of the conflict. Put the conflict in context and explain how the policy problem you have identified relates to the scholarly literature.
3. Overview of policy options (15%): Having identified the policy problem, what are potential policy options? Identify a set of 2-3 alternatives and discuss their respective risks and benefits. This discussion should draw on existing scholarly evidence.
4. Policy recommendation (25%): Select your preferred option and provide a rationale for why this is the best strategy. Outline a basic implementation strategy and consider the most important risks of the policy, as well as the main obstacles to its implementation. Again, use existing academic knowledge to make your case.
5. Policy evaluation (20%): Describe how and when policy makers can assess whether your recommended policy worked. What are the criteria of success (i.e. how do we know whether the policy works)? When should the policy be assessed? What would be the exit strategy if the policy turns out to be ineffective/harmful?
6. Style and presentation (5%): Please include images in your policy brief (graphs, maps, etc.). Also ensure your policy brief is written in a clear and lucid way, and that the referencing style is consistent throughout and a complete reference list is provided at the end
